It\u2019s a regulation that coincides with the earlier adopted Advanced Clean Trucks (ACT) initiative and aims to accelerate the transition to zero-emission vehicles (ZEVs).<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>If your fleet is impacted by California ACF and you fail to comply, you could be faced with penalties, up to $10,000 per vehicle, per day. To help breakdown the ACF regulation and its corresponding milestones, continue reading.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p><strong>Which Fleets are Impacted by California ACF?<\/strong><\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>Simply put, ACF will impact commercial and public fleets that operate in California. More specifically, <a href=\"https:\/\/ww2.arb.ca.gov\/resources\/fact-sheets\/advanced-clean-fleets-regulation-overview\" target=\"_blank\" rel=\"noreferrer noopener\">ACF will impact the following fleet types<\/a>:<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<ul class=\"wp-block-list\"><div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<li><strong>Drayage fleets<\/strong>: Vehicles performing drayage operations at seaports and railyards.<\/li>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<li><strong>Government fleets<\/strong>: Fleets owned by state, local, and federal government agencies. There is some flexibility in this category for <a href=\"https:\/\/ww2.arb.ca.gov\/resources\/fact-sheets\/advanced-clean-fleets-regulation-state-local-government-agency-fleet\" target=\"_blank\" rel=\"noreferrer noopener\">government fleets with fewer than 10 vehicles<\/a> or in a designated low population county.<\/li>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<li><strong>High-priority fleets<\/strong>: Entities that own, operate, or direct at least one vehicle in California, and have either $50 million or more in gross annual revenue, or own, operate, or have common ownership or control of a total of 50 or more vehicles. *<\/li>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<li><strong>Off-road vehicles:<\/strong> Including yard tractors.<\/li>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<li><strong>Delivery operations:<\/strong> Light-duty mail and package delivery vehicles.<\/li>\n<\/div><\/div><\/div><\/ul>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>*High-priority fleets include any vehicles\u2014even one\u2014that drive on California roads, even if the vehicle is registered elsewhere. This will ensure out-of-state operators still comply with ACF.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p><strong>When Does California ACF Go Into Effect?<\/strong><\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>While the ACF regulation went into effect in January 2024, important milestones that impact more fleet operators are coming quickly. For example, by 2025, 10% of Group 1\u2019s operated vehicles must be emissions-free.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p><strong>Government Fleets: 2027<\/strong><\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>100% of government fleet vehicle purchases must be zero-emissions.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>Both state and local government fleet owners may also follow the same ZEV Milestone Option breakdown as high priority fleets above.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p><strong>Small Government Fleets: 2027<\/strong><\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>Small government fleets (fewer than 10 vehicles or in a designated low population county) must begin purchasing ZEVs.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p><strong>Drayage Fleets: 2035<\/strong><\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>Drayage trucks entering seaports or intermodal railyards must be transitioned to ZEVs.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p><strong>Federal Fleets: 2035<\/strong><\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>100% of high-priority and federal fleet vehicle purchases must be ZEVs.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p><strong>Vehicle Manufacturers: 2036<\/strong><\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>Vehicle manufacturers may only sell zero-emissions medium- and heavy-duty ZEVs.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"wp-block-image\"><div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<figure class=\"aligncenter size-large\"><img decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/sitelogiq.com\/wp-content\/uploads\/2024\/10\/CI-ACF-Blog-Graphic-1024x576.png\" alt=\"\" class=\"wp-image-15430\" srcset=\"https:\/\/www.sitelogiq.com\/wp-content\/uploads\/2024\/10\/CI-ACF-Blog-Graphic-1024x576.png 1024w, https:\/\/www.sitelogiq.com\/wp-content\/uploads\/2024\/10\/CI-ACF-Blog-Graphic-300x169.png 300w, https:\/\/www.sitelogiq.com\/wp-content\/uploads\/2024\/10\/CI-ACF-Blog-Graphic-768x432.png 768w, https:\/\/www.sitelogiq.com\/wp-content\/uploads\/2024\/10\/CI-ACF-Blog-Graphic-1536x864.png 1536w, https:\/\/www.sitelogiq.com\/wp-content\/uploads\/2024\/10\/CI-ACF-Blog-Graphic-2048x1152.png 2048w, https:\/\/www.sitelogiq.com\/wp-content\/uploads\/2024\/10\/CI-ACF-Blog-Graphic-1000x563.png 1000w, https:\/\/www.sitelogiq.com\/wp-content\/uploads\/2024\/10\/CI-ACF-Blog-Graphic-1067x600.png 1067w, https:\/\/www.sitelogiq.com\/wp-content\/uploads\/2024\/10\/CI-ACF-Blog-Graphic-1320x743.png 1320w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div><\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>While some of these dates may feel far away, it\u2019s important for fleet operators to start planning <strong>right now <\/strong>to avoid mandate penalties.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p><strong>Why Fleet Operators Need to Plan for ACF Right Now<\/strong><\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>While the immediate impact of ACF may seem limited for some fleet operators, the long-term consequences of failing to plan and prepare for the transition to ZEVs will be significant.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>Fleet operators that drag their feet on getting started may face the following challenges.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p><strong>Missed Incentives<\/strong><\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>There is \u201cfree money\u201d on the table to help fleet operators subsidize the upfront costs to transition to ZEVs. And installing EV charging infrastructure is no different.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>Charging installation projects can take anywhere from two months to two years (or more) from planning to installation, depending on existing infrastructure, vehicle operations, and space at physical locations. Projects are also often at the mercy of equipment lead time and availability and how quickly local utilities can bring power to a site.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>If your fleet falls into one of the impacted categories mentioned above, and you know EVs will be required in the future, it\u2019s best to take a <a href=\"https:\/\/www.ttnews.com\/articles\/ev-infrastructure-concern\" target=\"_blank\" rel=\"noreferrer noopener\">\u201ccart before the horse\u201d approach<\/a>. Otherwise, when those electrified vehicles arrive, you\u2019ll have nowhere to charge them on-site, halting your fleet operations.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p><strong>Installation Challenges<\/strong><\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>Even if a charging installation project is going exactly to plan, fleet operators still need to consider various factors for the actual installation, such as X or Y. These factors can often impact day-to-day operations. And the sooner fleet operators begin electrifying, the more time they will have to work out operational kinks before they\u2019re up against the clock to meet regulation milestones.<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<p>Consider just a few of the operational needs that are common with electrification:<\/p>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<ul class=\"wp-block-list\"><div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<li>Training for drivers, along with technical, maintenance, and operations teams.<\/li>\n<\/div><\/div><\/div>\n\n<div class=\"container\"><div class=\"row\"><div class=\"col-xxs-12\">\n<li>Performance service level agreements (SLAs) with infrastructure hardware and software vendors.
